The Municipality of Stara Zagora has been named a finalist in the Technologies for Democracy category at the Innovation in Politics Awards 2025. The project, built on the kazva.bg platform developed by the Center for New Technological Systems, was evaluated by a jury of over 1,000 citizens from across Europe and selected among the top nine from hundreds of submissions.

The system operates through QR codes placed at public service points - buses, kindergartens, administrative offices, parks. Residents scan the code with their phone and rate the service on a scale of 1 to 10 in a matter of seconds. The process is fully anonymous and requires no app installation or account creation. Feedback flows in real time to a management dashboard accessible to municipal leadership.

The numbers from Stara Zagora speak to the project's reach. Since its launch in November 2024, approximately 6,000 residents have participated, generating around 15,000 individual ratings. The average score stands at 7.1 out of 10 - high enough to indicate general satisfaction, yet granular enough to reveal specific areas that need attention.

Critically, the data is already driving tangible improvements. Based on feedback collected through the platform, the municipality has carried out playground repairs, optimized bus schedules, and addressed issues in kindergarten operations. Kazva.bg is not a passive survey tool - it is a closed-loop system that converts citizen feedback into measurable changes in public services.
