Bulgarian law mandates annual student satisfaction surveys. Without them, universities risk losing accreditation — and the right to award degrees.
Mandatory Requirement
Two separate mandates cover higher education and schools:
ЗВО (Higher Education Act), чл. 76-77:
- Higher education institutions MUST maintain internal quality assurance systems
- MUST include student opinion surveys at least once per academic year
- НАОА (National Agency for Evaluation and Accreditation) evaluates this system
- Loss of accreditation = loss of right to award degrees
ЗПУО / НИКО (Pre-school and School Education):
- НИКО (National Education Inspectorate) evaluates quality through surveys of student and parent opinions
- Schools must maintain internal quality management systems
- МОН proposes quality criteria including parent and teacher satisfaction
